Project Overview
Royal was contracted by the Board of Commissioners of the Port of New Orleans to provide construction management and estimating services to repair the substructure of the Nashville Wharf “A” facility. Current operations on the wharf primarily consist of breakbulk storage and distribution. The wharf is approximately 2,400 linear feet long and 214 feet wide, supported by 5,371 steel piles. After an initial low-bid project failed, only completing about 30% of the work, the Board chose to use the Construction Management at Risk (CMAR) delivery method for this project. Royal provided Independent Cost Estimator (ICE) services to the Board, which supported them in developing project costs and validating designer and contractor estimates, allowing the Board to reach an agreement on a Guaranteed Maximum Price (GMP) with the CMAR Contractor to perform the repairs.
Project Work and Royal Solutions
The project began as a structural pile jacketing for certain pile, structural deck repairs, and pile bracing, but upon further inspection, Royal found that most of the piles were structurally deficient. Pivoting, Royal was able to assist the Port in determining the best value structural repair option and assist in design reviews to obtain the most efficient repair methods, bracing replacement, and spall repairs. Royal was able to source and price materials to provide the Board an array of options based on the level of life span and the budget.
Royal is tasked with providing constructability reviews that include a review of the design phase plans and specifications, interoperability between different systems and components, bid item clarity, and overall adequacy and completeness of construction.
Our team identifies risks, including conflicts, errors, and omissions that could impact the project’s cost, schedule, or quality.
Royal will also provide project construction management and resident inspection services once the GMP is reached. During construction, Royal will perform project document control, material testing management, contractor management and review, and approve pay applications. In addition to these services, our in-house software platform RoyalVUE will manage the project’s finances, construction inspection, and provide real-time access to all stakeholders. At the completion of the contract, Royal will provide as-built drawings and close-out documents that will feature a running history and living data set on each individual aspect of the wharf.
