Project Overview
Royal was contracted by Terrebonne Parish Consolidated Government (TPCG) to provide program management services for disaster recovery from Hurricane Ida, which made landfall in Terrebonne Parish on August 29, 2021. TPCG has a schedule of assets of more than 350 line items in addition to a utilities department that operates an electric generation power plant as well as a transmission and distribution grid system of power lines and substations throughout the city of Houma, Louisiana. The schedule of assets includes libraries, fire stations, office buildings, recreation areas, public works infrastructure, bridges, sewer infrastructure, and more. This project is unique because it runs across all departments of the Parish and is not solely buildings, infrastructure, or power grid related. We utilized our RoyalVUE storm response platform to effectively manage the entire process end-to-end.

Project Work and Royal Solutions
As part of the recovery program, Royal is managing over 69 major construction projects with a value in excess of $235 million dollars. This includes overseeing 10 professional service contracts, including architects, electrical engineers, structural engineers, and other specialized services such as asbestos, lead, and mold assessment services.

Royal’s Program Management services include both Construction Management, and Grants Management services relating to repairs and rebuilding of hurricane-damaged assets made up of the following activities:
• managing all phases of the FEMA Grant Portal for the TPCG
• performing invoice review and approval; providing electronic document management
• assisting with financial support for expenses, funding, and cashflow
• processing requests for reimbursement
• serving as client liaison with local, state, and federal representatives involved with GOHSEP and FEMA in the development of FEMA projects and project worksheets (PW)
• providing support for the Environmental Planning and Historic Preservation (EHP)
• identifying Hazard Mitigation (Section 406) requests within the projects
• performing damage and cost estimates
• initiating, holding, and leading meetings with FEMA and the client.

Our RoyalVUE storm response platform increased the efficiency of field and office work during response and recovery. The enhanced reporting and dashboard capabilities allow for real-time data analysis, which prompted better decision-making by leadership. Through complex data management and streamlined reporting, we were able to help TPCG obtain faster funding reimbursements.

In addition to the standard public assistance (PA) activities, Royal assisted TPCG with its insurance litigation/mediation, reaching a final and full settlement of their insurance, increasing recovery by 85%.
